According to European Central bank Governing Council member Erkki Liikanen, Bitcoin "isn't subject to the most basic principles governing payment systems," such as know-your customer, and this is "problematic." According to Liikanen, Bitcoin's "continuity of operations and contingency planning are problematic," and fluctuations in Bitcoin value "impose additional costs". The European Central Bank (ECB) has revealed that it is taking a close look at exploring the potential of blockchain technology for a multitude of services that it helps collaborate with other central banks in Europe. In remarks that highlight flaws of the fiat currency system, the European Central Bank (ECB) president, Christine Lagarde, says the institution cannot go bankrupt even if it incurs losses running into trillions. According to Lagarde, normal bankruptcy rules do not apply to the ECB primarily because it is the sole issuer of euro-denominated central bank money.
